Summary and Background InformationCommerce City is a partner in this grant with Denver, Adams County and the US Fish and Wildlife Service.  It includes several projects in Denver and Commerce City.  The Commerce City projects include two new pedestrian entrances to the Rocky Mountain Arsenal National Wildlife Refuge (RMANWR) along 96th Ave., an overlook at Henderson Hill at 96th and Chambers Rd., and some trail work near the entrance to the Refuge. May 16, 2016 City Council approved a resolution allocating $82,505 from an existing Capital Improvement Projects account for trail connections to these projects. Upon completing the scoping process, the cost estimates for the projects have increased.  An additional $40,495 is needed to provide the necessary 17.21% match.  The Federal Highway Administration (FHWA) is providing the remaining 82.79%.  There is adequate funding in the existing CIP account for trail connections to cover this $40,495. The city is not responsible for project management of these projects.  We are simply providing match money and the FHWA is responsible for managing all aspects of planning and construction (with the input and collaboration of the other partners.) With this resolution we seek approval of the Memorandum of Agreement with the FHWA.
