Summary and Background Information: This project is underway and the remediation portion is complete. The change orders included in this request include $85,557 (Change Order #2) for plantings/irrigation, $104,920 for a concrete trail addition on Multi-Contractors (Change Order #3), and $1,750 for FRICO Ditch Access (Change Order #4). Change Order #1 occurred earlier in the project and was rejected.

The additional plantings/irrigation are due to a discrepancy within the bid documents. The landscape and irrigation for one of the two properties was omitted from the bid form. The contractor provided a bid for the remaining landscape and the item costs are comparable to the original bid submission as well as current industry pricing.

The concrete trail was contemplated before the project began but funding was not available to complete it. An Adams County Open Space grant and additional Natural Resource Damage settlement funds have been secured allowing this project element to be added. The contractor onsite is a concrete company, is able to complete the trail, and provided a bid comparable to recent similar projects and current industry pricing.

The final change order is to split an access fee with the contractor that was significantly more than anticipated. Time is of the essence on this project for several reasons. Access agreements are in place with FRICO and they expire at the end of May. Access has also been negotiated with Regional Rail Partners and both of these relationships took a great deal of time and effort. The contractor is currently still mobilized and ready to begin work.
