RESOLUTION IN SUPPORT OF PUBLIC ART INSTALLATIONS FOR THE EAGLE POINTE RECREATION CENTER

Summary and Background Information:
The Commerce City Cultural Council is recommending City Council adopt Resolution 2018-24, which supports public art commissions for Eagle Pointe Recreation Center, consistent with the city’s adopted public art master plan. Below is a brief background on the projects and the selection process. Attached for reference is the project’s public art plan and selection process, background on the recommended artists, and the selection committee/cultural council meeting minutes. Selection Process
The Art Selection Committee for Eagle Pointe Recreation Center met four times from September 2017 to March 2018. At their meetings, they set the public art selection criteria, reviewed applications for interior and exterior art projects at the site and reviewed 47 interior artist proposals and 27 exterior artist proposals, selecting six semifinalists. On March 3, 2018, the semifinalists presented their site-specific proposals to the committee, which recommended two artists for site-specific public art commissions at the Eagle Pointe Recreation Center: Reven Swanson (interior) and Lisa Russell (exterior).
Public Art Funding
Consistent with Ordinance 2037, 1-percent of the construction cost shall be identified for public art for capital improvement projects in excess of $50,000. Capital projects with a construction budget of $1 million or greater must generally install public art using a significant portion of 1 percent funding requirement at the project site. For the Eagle Pointe Recreation Center, 1-percent represented $62,830, of which $6,283 is set aside for maintenance. The Cultural Council successfully obtained a $50,264 grant from the Scientific & Cultural Facilities District to augment the public art budget, ensuring parity with art installations at the Bison Ridge Recreation Center.
Public Art Project Description
The Art Selection Committee selected two sites in and around the recreation center for public art consistent with the grant application, including:
1) Exterior art piece, may either be a wall relief on the brick wall of the east side of the recreation center, sculpture in the median of the entry parking lot, or may be integrated in the recreational center name above the main entry. The artwork chosen should celebrate the new name of the recreation center: Eagle Pointe.
2) Interior original suspended/2D artwork, installation within the renovated lobby area that interacts with adjacent wall and the curvilinear wall that is open to the running track. Artists were open to interpret the theme within the new space.
