RESOLUTION AUTHORIZING THE SERVICE AND CONSUMPTION OF ALCOHOL AT RECREATION CENTERS AND THE ESTABLISHMENT OF RULES RELATED THERETO

Summary and Background Information: During a study session on January 8, 2018, City Council provided direction that they would like to see alcohol consumption permitted (via a rental/permitting process within the Parks, Recreation & Golf department) at the Bison Ridge Recreation Center and Eagle Pointe Recreation Center. Staff took their feedback, collaborated with the Police Department, and developed a process and guidelines.
During the January 8th meeting, we specifically heard the following:
* Council's desire for alcohol permits available at Bison Ridge and Eagle Pointe.
* Preference for beer, wine & champagne only.
* How do we limit liability? This is addressed during the application process. Depending on the size of the rental, insurance and security/police presence may be required. Alcohol can only be consumed in designated areas. Rentals including alcohol will be limited to the specific rooms rented (i.e., will not be permitted to utilize the swimming pool, gym or other parts of the facility). IDs will be checked and wristbands will be issued. Whomever is serving alcohol is not permitted to consume alcohol. Additional measures are in place, but these are the most important.
* What kind of revenue will be generated? While there are various fees associated with a room rental including alcohol, revenue for the department is limited to the facility rental fee and the alcohol permit fee. It is difficult to project how many rental applications we would receive.
* A set list of vendors would be beneficial. Staff is working on an RFQ (request for qualifications) to create a list of approved caterers.
* Need to see how things go for a period of time, then re-evaluate.
