Summary and Background Information:
In 2016, the City became an Entitlement Community and now directly receives funding from the Community Development Block Grant (CDBG). As required by HUD, the City must submit a CAPER to publically account for how the CDBG funds were spent for the prior program year.

The adopted CAPER is due to HUD 90 after the end of each CDBG Program Year which is December 29, 2017. During this 90-day period, per the City’s Citizen Participation Plan, the following steps need to be taken:

1. Noticing and holding a public input meeting/neighborhood meeting on what could be improved upon from last year was held on October 5, 2017 at the recreation center. No residents attended the meeting.

2. Write the draft 2016 CAPER.

3. Notice the HUD required 15-day public written comment period which ends on December 1, 2017. Publish the Draft 2016 CAPER on the City’s CDBG webpage and print a physical copy for public review. Consider the comments.

4. Present the 2016 CAPER to the City Council for study and adoption - scheduled for November 20, 2017 and December 4, 2017 respectively. The December meeting will also be a public hearing to consider any additional comments from the public.

5. Submit the adopted 2016 CAPER to HUD via the IDIS format by December 29, 2017.
