Summary and Background Information: City Council previously authorized the Mayor to sign an IGA with the Cities of Northglenn, Aurora, Federal Heights, Brighton, Westminster, Thornton and the Counties of Broomfield and Adams for the capital construction of a new Ralston House facility. A copy of the signed February 27, 2017 IGA is attached for reference. Through the initial IGA, Commerce City has committed $105,459 in funding related to the capital construction cost of building a new Ralston House facility. This number represented 75% of the construction estimate. Since the time of the adoption of the original IGA the Ralston House and the partnering agencies have solicited grant funds to cover the additional 25% of the capital construction costs. Unfortunately those attempts have been unsuccessful.

In an effort to get the project underway, all partner agencies are being asked to increase their contributions to the project by signing an amendment to the original IGA, which increases the partner agency cost allocation to100%; adjusts construction costs slightly based upon current construction estimates; and creates a 5% construction contingency costs line item. The net increase in funding for the City of Commerce City is $19,806 for a total contribution from Commerce City of $125,256. All partnering agencies are moving forward with similar requests to their respective elected bodies and it is anticipated that the project would initiate in November of 2017, with construction taking place in early 2018.

The resolution requests authority for the Mayor to sign the amendment to the IGA for the Ralston House.
