RESOLUTION AMENDING THE DIRECTORY OF CITY FEES AND CHARGES

Body

Summary and Background Information:

The city's fee philosophy is that the purpose of fees is to recover costs incurred when providing a specific service, or services, to certain individuals who request the service or create the demand for that service.

•         Fees are set by resolution and the Council will adopt a fee that differs from the service cost when they determine that to be in the general public interest.  In a limited number of fees, the recommended fee amount is based on an analysis of consistency with metro area comparisons.

•         This update to Directory of City Fees and Charges focuses on recreation passes and facility rental fees.  The Parks, Recreation & Golf Advisory Committee reviewed recreation facility fees and charges March 21 and May 16, 2017. City Council reviewed recreation facility fees and charges June 12, August 7, 14 and 28, 2017. Highlights include: one pass for both centers (universal); fees comparable to neighboring communities with similar facilities and amenities; Council decided not to increase resident child, youth or senior admission fees.

•        The Directory of Fees provides a handy “one-stop” reference for the City fees, preventing confusion over what are the official fees adopted by the City Council.

Financial Impact The fees and charges that are adopted will have an impact on revenue associated with the new and existing recreation centers once the new recreation center opens and the existing recreation center renovation and expansion is complete.
