RESOLUTION IN SUPPORT OF PUBLIC ART INSTALLATION FOR THE NEW RECREATION CENTER AT SECOND CREEK

Summary and Background Information:
The Commerce City Cultural Council is recommending City Council adopt Resolution 2017-40, which supports public art commissions for the new recreation center at Second Creek, consistent with the city’s adopted public art master plan. Below is a brief background on the projects and the selection process. Detailed information on the recommended artist and committee meeting minutes are attached for reference.
Public Art Background
The Art Selection Committee for the new recreation center at 112th Avenue and Potomac Street met four times from July 2016 to January 2017. At their meetings, they set the public art selection criteria, reviewed applications for three projects at the site and reviewed proposals
by nine artists. On January 30, 2017, the committee selected three artists to recommend for site-specific public art commissions at the new recreation center, including John King of Lyons, Don Kennell of Santa Fe, NM and Josh Weiner of Denver.
Public Art Funding
Consistent with Ordinance 2037, 1-percent of the construction cost shall be identified for public art for capital improvement projects in excess of $50,000. Capital projects with a construction budget of $1 million or greater must generally install public art using a significant portion of 1 percent funding requirement at the project site. The total project budget is $476,705.
Public Art Project Description
The Art Selection Committee selected three sites in and around the recreation center for public art, including:
1) North side sculptures visible to Highway 2
2) Lobby, ceiling-hung sculpture
3) Roundabouts on the south side along 112th Avenue, sculpture
