Summary and Background Information: At the December 5, 2016, council meeting, representatives from Starbuds MIPS, LLC, spoke under citizen communication. The representatives expressed concern over the city's municipal code regarding odor control and having to participate in a public hearing to renew their marijuana business licenses. In response to the licensee's concerns, council asked for an update of the marijuana licensing program at a future study session.
