RESOLUTION IN SUPPORT OF PUBLIC ART INSTALLATION FOR TURNBERRY PARK AND VILLAGES EAST PARK

Summary and Background Information

The Commerce City Cultural Council is recommending City Council adopt Resolution 2017-14, which supports public art commissions for Turnberry and Villages East Park, consistent with the City’s adopted public art master plan. Below is a brief background on both projects and the selection process. Detailed information on the recommended artist and committee meeting minutes are attached for reference.

 

Public Art Background

In August 2016, the public art selection process began for projects at Turnberry Park, located at Wheeling Street and E. 106th Place, and at Villages East Park, located at Chambers Road and E. 116th Avenue. The projects are associated with the voter-approved capital improvement program. The Cultural Council recommends directly purchasing two sculptures from artist John Wilbar for Turnberry Park and commissioning a new sculpture from artist Jerry Jaramillo for Villages East Park.

 

Public Art Funding

Consistent with Ordinance 2037, 1-percent of the construction cost shall be identified for public art for capital improvement projects in excess of $50,000. Capital projects with a construction budget of $1 million or greater must generally install public art using a significant portion of 1 percent funding requirement at the project site. The Cultural Council secured additional funding from the Scientific and Cultural Facilities District in the amount of $5,600 for the Turnberry installation. The total project budget for Turnberry Park is $15,884; the budget for Villages East Park is $11,427.

 

Turnberry Public Art Project Description

The sculptures by Pueblo artist John Wilbar abstractly depict the park’s design theme inspired by the children’s book, “The Very Hungary Caterpillar.” The sculptures are comprised of a wood panel substructure form covered with exterior acrylic stucco. A coat of waterproofing is applied over the stucco and the finish is exterior acrylic paint.  The completed sculptural form is strong and light in weight.  This technique allows for durability, flexibility and strength without the weight of steel. The artist has agreed to repaint the sculptures before installation, and to deliver and install both for no extra charge. The longevity of the paint color is approximately five years. The recommended placement for each sculpture is in a round planted area along the walkway in the park; Rendition will be closest to the school and Matrix will be at the southeast corner of the park.

 

Villages East Public Art Project Description

The proposed sculpture from Northglenn-based Jerry Jaramillo resembles the artist’s fiberglass sculpture titled “Spyra Gyra” that he submitted for purchase consideration. The commissioned sculpture will be stainless steel and larger than the fiberglass version. This free-form sculptural design creates a feeling of perpetual motion that guides the eye up, down and around; embracing nature’s natural flow with the strength of steel. The new sculpture will be made of stainless steel and be eight-feet tall. The recommended sculpture placement is the round planted areas along the walkway in the park at the southwest corner.

 

Pending council approval, both pieces could be installed in Summer 2017.
