RESOLUTION APPROVING INTERGOVERNMENTAL AGREEMENT FOR TERMINAL GUARD AND ADMINISTRATIVE RECORDS PERSONNEL

Summary and Background InformationOver the past 16 months the Adams County Sheriff’s Department has been guarding the police department’s NCIC/CCIC (National Crime Information Center/Colorado Crime Information Center) terminal housed in the records unit from 12AM to 6AM. The sheriff’s department agreed to provide the service at no cost for a period of six months while we worked on addressing staffing shortages in the records unit.

 

Sometime in January of 2016, staff recommended we consider changing the records unit operating model and use the sheriff’s department to guard our terminal after hours on a permanent basis. Initial discussions with the sheriff started in March of 2016, then included the Brighton Police Department, since they receive the same services from the sheriff’s department. Eventually, the Northglenn Police Department participated in the discussions as well. This collaborative process resulted in a draft IGA presented to each of three agencies for consideration. The IGA fee structure is based on usage by each of the agencies, for Commerce City the 2017 fee would be $66,200.  The services provided are from 10PM to 6AM each daily.
