Summary and Background Information:
The City and SACWSD engaged Raftelis to study fees charged for development. The study compared the fees in eight cities to the fees in Commerce City. The study results were presented to a joint meeting of the City Council and SACWSD Board on March 21, 2016. The study identified three sensitive areas: use tax, water acquisition fee, and fee in-lieu of parks dedication. The staff recommendation is to modify the parks fee and the water acquisition fee and to develop a fee philosophy.
A follow-up presentation was made to Council on June 13, 2016. Council responded by passing Ordinance 2108 on its first reading to remove the Parks Impact Fee from non-residential property. It is scheduled for second reading on October 17. A presentation providing an overview of fees is attached for your consideration.
