Summary and Background Information:
Changing URA Board By-Laws
Per HB 1348, URA boards across the state required to add 3 seats, coming from:
A. Special Districts - by agreement of all taxing districts
B. County - by County designation
C. School District - by agreement of all taxing districts
URA may elect to add additional seat to ensure an odd number of votes, and per HB1348, that seat is to be appointed by Mayor. By-Laws outline total number of seats, which needs to be amended to allow for state-required additional seats.

Timeline for identifying new Board Members:
May 11 to June 5 - Research Special Districts Lists
06/16/16 - Special Districts, school districts, County letters Mailed
08/11/16 - Received notification from ACSD 14 regarding appointment - Timio Archuleta
08/16/16 - Adams County Appointed District 2 Commissioner - Commissioner Charles "Chaz" Tedesco
* Still have not received an appointment from Special Districts (HB 15-1348 requires that Special District seat remain open until appointed by district agreement).
Orientation to the URA Board
During the presentation, special legal counsel to the URA Board will provide a high-level overview of the duties and responsibilities for the URA Board Members.
Meeting Days and Times
During the presentation, staff will ask the Board if they want to continue scheduling Board meetings on Mondays after Council meetings, or, if given the new Board members, would they want a new day and time for URA Board meetings.
