RESOLUTION AUTHORIZING CONTRACT AWARD FOR THE NORTH METROPOLITAN AREA INDUSTRIAL STUDY

Summary and Background Information:

Resolution 2016-102 awards a contract to the selected consultant and authorizes the City Manager to execute a professional services contract on behalf of the City.

 

Project Description:

Commerce City, in partnership with Adams County and the City & County of Denver, received a $700,000 federal grant from the Denver Regional Council of Governments (DRCOG) to conduct a North Metropolitan Industrial Area Connectivity Study that will identify critical travel sheds on the state and interstate highway system, and the local arterial and major collector street system, west-to-east from I-25 to Quebec, and then south-to-north from Martin Luther King Boulevard/32nd Avenue to I-270/U.S. 85 & 60th to SH 2. The grant is federal funded and will be administered by the Colorado Department of Transportation as a local agency project. The city is serving as contract administrator and project manager for this multi-agency project.

 

Project Goals:

The goals of the Project are as follows:

• Identify preferred alternatives for connectivity projects that will improve the local transportation network within the study area.

• Identify implementation phasing strategies that could maximize connectivity benefits for stakeholders within the study area.

• Provide high-level analysis of environmental resources in the study area that may be impacted by transportation alternatives

• Establish planning-level concept designs and cost estimates for each identified alternative in order to pursue regional and/or federal funding opportunities

 

Schedule:

On May 2, 2016, City Council approved an intergovernmental agreement <https://commerce.legistar.com/LegislationDetail.aspx?ID=2703316&GUID=A8533CEE-FB00-442F-80FB-B1F6553EB7FF&FullText=1> with the Colorado Department of Transportation for this study. The state controller approved the intergovernmental agreement on May 13, 2016. Upon notice to proceed, the study is expected to last 12 months.

 

Procurement Process:

The city completed a competitive procurement consistent with the requirements of 23 CFR 172.5(1), applicable provisions of the approved intergovernmental agreement and the city’s written procurement procedures May 4 - June 24, 2016. Five qualified firms submitted responses to the Request for Proposal (RFP). Three were short-listed based on evaluations from a panel consisting of Adams County, Commerce City, the City & County of Denver, and Colorado Department of Transportation. The team led by Atkins was deemed the most responsible bidder consistent with the RFP requirements.

 

Financial Impact:

The overall project budget is $1 million, with $700,000 coming from the DRCOG grant and each local government committed matching funds of $100,000. The negotiated total contract amount is $997,653, which reflects a 10 percent contingency for the attached scope of services. The grant amount was already included in the 2016 budget process so city council action to recognize the funds is not necessary. City Council will need to approve and recognize an intergovernmental agreement at a future meeting to account for the $200,000 in funding from Adams County and the City & County of Denver.
