Summary and Background Information:
In February 2014, the city issued a request for proposals for a public information contractor to provide comprehensive public information, communications and engagement services to support the city in its implementation of a five-year, voter-approved capital improvement program.

Eight proposals were received in March 2014 and evaluated by a multidepartment evaluation committee using a qualitative based selection process. CIG was identified as the most responsive bidder. The initial contract amount was a two-year, firm-fixed fee of $238,000 that covered all labor and direct costs, with an option for three, one-year extensions. The city is proposing to exercise this option to ensure continuity of public information services for the remainder of the capital improvement program, which will bring the total contract value over the $250,000 threshold, which requires council approval consistent with the city's procurement policy.

The proposed contract amendment is a fixed-fee cost of $238,000 payable in 24 equal monthly installments through 2018. The scope of services remains the same, with slight amendments to add milestone activities and remove the full-time staff requirement in recognition of additional service needs that do not require on-site support. The amendment would be funded through the 2K program management budget, within the overall public information cost estimate for the program.

Amending the contract will enable consistency of communications for the remainder of the program, provide budget certainty in proposed costs and eliminates the need to bring a new contractor up to speed at a critical time in the program. CIG has performed well during the initial contract period and is ready to complete the program in the same manner.
