RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT TO JOINTLY FUND THE DESIGN OF A FACILITY TO PROVIDE PROFESSIONAL AND COMPREHENSIVE SERVICES FOR SEXUALLY, PHYSICALLY, AND EMOTIONALLY ABUSED CHILDREN AND THEIR FAMILIES

Summary and Background Information: The cities of Westminster, Thornton, Federal Heights, Brighton, Commerce City, Northglenn, and Aurora, the City and County of Broomfield and the County of Adams (the “Parties”) all use Ralston House to provide professional and comprehensive services for sexually, physically, and emotionally abused children and their families. Ralston House currently provides these services through two facilities, one in Jefferson County and the other in Northglenn. The named cities and counties believe that a new facility on the Northglenn property will greatly enhance our ability to effectively provide critical services to our citizens and are interested in exploring the possibility of designing and constructing such a facility. This is structured as a two-step process. The first step is to secure a design that will enable us to determine whether construction is financially feasible. The cities and counties have negotiated a draft intergovernmental agreement for the purpose of jointly funding the design of a new facility. If we decide to go through with the construction, the second step will be for the parties to enter into a separate agreement to fund the construction.
