Budget Presentation 2016 CIPP/5-Year CIP

Summary & Background

The 2016 Budget process includes adopted of the Capital Improvement Program and appropriation of funds for the projects to be constructed in 2016. In January, 2015 at the City Council winter retreat, staff presented information from the Long Range Financial Plan, the QCI citizen initiative, and a list of recent projects discussed with City Council throughout 2015. Staff was directed to continue development of a 5 year CIP which would prioritize various projects and identify sustainable funding sources for select projects.

 

In June, 2015, staff presented a preliminary 5-year CIP for review by the City Council. Since the review was conducted in a study session no formal action was taken. However, City Council directed staff to develop more detailed criteria for each project and refine the criteria with the CIP-CAC. The CIP-CAC met on July 15, 2015 and provided input and direction on the review criteria attached to this communication.

 

The Finance Department and City Manager’s Office has spent the last several weeks refining the CIP to identify funding sources for each of the projects over the next 5 years.

 

The purpose of the study session is to review the criteria, the project list, funding sources, and the initial scoring based on the criteria. It is important to note that the criteria may still be refined and is subject to additional revision by the City Council at the study session or at the 2017 winter retreat.

 

The 5-Year CIP will be brought back to Council for discussion at the retreat on August 24.  There will be a public hearing on the entire budget on October 19, which will be continued to November 2.  When the public hearing is closed on November 2, Council is scheduled to act on the budget, which includes the CIP.
