Summary and Background Information:  
Fee Philosophy:
 
•          The city's fee philosophy is that the purpose of fees is to recover costs incurred when providing a specific service, or services, to certain individuals who request the service or create the demand for that service.  Since the service(s) provided do not directly benefit the general public, public tax dollars should not pay for or subsidize that specific service.  This includes the media.
 
•         Upon completion of a service cost analysis, staff recommends to Council amendments to the Fee Directory so the city can recover the cost of providing the service.
 
Staff in multiple departments evaluated the number of hours anticipated to review and process a marijuana license from the initial receipt of the Letter of Intent through the Public Hearing and issuance of the license.  In addition, information was solicited from a number of area municipalities.

•         The Directory of Fees provides a handy "one-stop" reference for the City fees, preventing confusion over what are the official fees adopted by the City Council.
         
ORD 2050 was repealed and reenacted article II of Chapter 8 of the commerce city revised municipal code to provide for the licensing of medical and recreation marijuana business on Monday June 1, 2015.
