Summary and Background Information:  The City Council of the City of Commerce City imposed a temporary moratorium on the establishment of recreational marijuana businesses and related industry in 2013, which moratorium was extended in 2014 to continue until September 2015.  The moratorium was enacted to provide the city with time to consider the State of Colorado's licensing program, the federal government's response to Amendment 64 to the Colorado Constitution, and the impact on the community related to the licensing and regulating of such businesses.  Because the city has had an opportunity to review the state's regulations and the federal government has indicated that it will not challenge the validity of Amendment 64 and the city has developed a better understanding of how the licensing of recreational marijuana businesses may affect the citizens of Commerce City, the city council has determined that the moratorium is no longer necessary and that the city should adopt a licensing program.
