Summary and Background Information:
The City Council held its annual winter retreat on January 23-24, 2015. A variety of topics were reviewed and discussed with the City staff Leadership Team and facilitated by Jody Erikson, JSE Associates.

The major topic areas discussed included:
2015 Work Plan Review
Development of 2016 Priority Projects
2016 Work Plan Projects / Operational Initiatives
5 Year Capital Improvement Program

City staff held a mini-retreat with the Leadership Team on February 10 to review the direction from City Council and develop initial strategies for 2015 and 2016. The 2015 Work Plan was refined and Department-level plans are being integrated into the larger plan.

1) Water Resource Planning
2) School District alignment and active participation
3) Youth Sports Assessment
4) FTE for Youth and Family Services
5) Transportation Plan Update

6) Affordable Housing Assessment

8) Boundary Sub-area Plan
9) RTD Station area
10) Benefits for non-FTEs

5 Year Capital Improvement Program
Main issues identified at retreat:
· Connectivity - transportation projects
· Fixing problems/capital maintenance - specifically, transportation, storm water, and golf program
· Protecting City asset - specifically, Buffalo Run Golf Course
Capital Improvement Priorities:
· Transportation - Plan update in 2016
· Drainage and Storm Water - Additional analysis in 2016
· Buffalo Run Golf Course expansion - Study session in 2015 / construction Q1 2016
Three staff level meetings scheduled March through June with City Council study session on CIPP planned on May 11.
