Summary and Background Information:  
The subject property has been in the applicant's family since it was originally built as a single-family detached home in 1954. At this time, the applicant is requesting to rezone the subject property from I-2 to R-2 so that a relative can obtain financing and insurance to purchase the property and continue to use it for residential purposes.
The subject property was zoned to I-2 in 1964, along with all properties in the Tiffany and Kemp subdivisions within 300 feet of Interstate 270. Since 1975, the City's Comprehensive Plan has identified the South Rose Hill area as a difficult mix of residential and industrial uses. In 2010, following extensive outreach in this focus area, the Comprehensive Plan update identified the South Rose Hill neighborhood for future Industrial/Distribution uses due to the lack of public amenities such as parks and schools within the immediate vicinity, and the growth of industrial uses along East 56th Avenue, Quebec Street, and Interstate 270. The intent was to focus on light industry and office uses, while supporting, but not expanding, the existing residential areas. To date, a sub-area plan to further refine the future of this conflicted neighborhood has not been funded.
