Summary and Background Information:  Funding for this project is available as a result of initiative 2K passed on November 5, 2013. The Owner's Representative Services applies to three of five projects the City is committed to completing within the next five years. These services will be provided throughout the design and construction of capital projects including an outdoor leisure pool, new recreation center, and renovations to the existing recreation center. The City issued an RFP on February 28 and required a mandatory pre-submission meeting March 7, 2014. Six proposals were received March 17 and a staff team rated each proposal to arrive at a weighted total point score. Three firms were selected for interviews on March 26, 2014: Consilium Partners, Integrated Construction Solutions, and Wember, Inc. The successful respondent was then selected by an 8-member team consisting of representatives from Parks & Recreation, Public Works, Finance, City Manager's office, and an external agency, and hereby make recommendation for award.

Staff Recommendation:  Staff recommends awarding a contract to Wember, Inc. in an amount not to exceed $735,000 for this work.
