Summary and Background Information:  
The subject properties range from 15,284-21,741 square-feet and are currently zoned I-1 with conditions.  The subject properties are located to the East of Highway 2.  The applicant is requesting a change in zoning to allow for regional commercial uses along Highway 2 and to align with the city's Comprehensive Plan.  Currently only one of the properties is occupied by a tire shop which is a legal and conforming use in the C-3 zone district.

Staff Recommendation:  
On December 4, 2013, the Planning Commission held a public hearing, took testimony, and voted (5-0) to forward the zoning request to City Council with a favorable recommendation, subject to the findings of fact.
Alternatives:
One option would be for City Council to approve the request as submitted by the applicant; a second option would be to approve the request subject to conditions; a third option would be for City Council to deny the request.
