Summary and Background Information:
By Resolution 2018-72, the City Council determined to investigate and file lawsuits against manufacturers and wholesalers of opioid painkillers and other parties responsible for the epidemic and crisis arising from the misuse, abuse, and over-prescription of opioids and the costs to Commerce City of responding to the effects of widespread opioid addiction. By Resolution 2021-80, the City Council approved the Colorado Opioids Settlement Memorandum of Understanding (MOU). As a result, the City began receiving its share of Opioid Settlement Funds at the end of 2022. The City has received $120,811 to date and is expected to receive an approximate total of $308,732 over an 18 year period.

Staff proposes using $19,688 of Opioid Settlement Funds received to date for the purchase of a software program that provides caseload, program, and grant management capabilities. The software will streamline workflows, referrals, and program forms in a single platform as well as enable workflow automation and data import/export. This software will benefit the Community Well-Being Division as well as the Community Development Block Grant Coordinator. Year 1 costs to implement this system in 2024 are estimated to be $39,688. $20,000 was budgeted for this system in 2024, however, an additional $19,688 is needed to implement this system. Sufficient Opioid Settlement Funds are available to cover this budget shortfall and proceed with this purchase in 2024. Ongoing subscription costs for this software system will be absorbed within the IT budget.
