A RESOLUTION AWARDING 2022 CONCRETE FLATWORK REPLACEMENT AND REPAIR PROJECT TO SILVA CONSTRUCTION, INC.

The purpose of this resolution is to authorize a contract with Silva Construction, Inc., to perform the 2022 Concrete Flatwork Replacement and Repair Project within City rights-of-way, at a cost of $392,910.60.
Summary & Background
Annually, the City puts together a program to replace and repair concrete flatwork in City rights-of-way (ROWs). The work to be performed under this contract includes removal and replacement of concrete panels, curb, gutter, sidewalk, curb ramps, cross-pans, concrete pads, and related work at locations provided by the Commerce City Public Works Department. Additionally, installation of sidewalk where none currently exist at locations where the City has ROWs to proceed with construction. The proposed 2022 Concrete Flatwork Program recommendations were shared with City Council in a Council Study Session presentation on 14 March 2021 (presentation attached). In consideration of Council comment(s) regarding potential drainage concerns, Staff removed the extension of sidewalk along Peoria - replacing it with an additional sidewalk segment along 70th Avenue.
Three bids were received. The low bidder, Essential Contracting, Inc. ($348,715.30), was determined not to have sufficient experience for the scope of this contract. Silva Construction, Inc., the second lowest bidder, was determined to provide the best value for the 2022 Concrete Flatwork Replacement and Repair Project. Award of the project based upon the rates proposed by the Contractor is $392,910.60. Upon approval of this resolution, the next step in the process will be for the contract to be signed and contractor given a Notice to Proceed.
