Summary and Background Information

Buffalo Run Golf Course in the most recent years has experienced times of drought that has affected its ability to irrigate at a sufficient level to minimize impact on operations. The Golf Course is currently being served by wells into an existing irrigation storage pond that allows a drawdown of 384 acre-feet a year. However, in past years, the golf course has nearly reached or reached this limit on heavy drought years. The need for an alternative irrigation source at the Golf Course has been identified by City staff. The City Water Team has researched alternatives to provide additional water to the golf course. It was determined to be most cost effective and the best use of resources to drill into the Lower Arapahoe aquifer for use of an irrigation well.

 

Outside legal counsel in coordination with Applegate Water Group that advises the City on matters of water acquisition conducted an RFP process on behalf of the City.  Only two respondents provided proposals.  Staff in consultation with outside legal and Applegate conducted a review and selected Layne Christensen. 

 

The request tonight is for approval of a Sole Source Justification for the Buffalo Run Irrigation Well using Layne Christensen as the contractor.
