Summary and Background Information:
LEAF is a program created by the Colorado Legislature through statute to provide supplemental funding for local, county or city and county agencies to enforce Colorado’s
impaired driving laws.

The purpose of the LEAF program is to provide funds to qualified local Colorado Law Enforcement agencies to enforce impaired driving violations through high visibility
enforcement.

The inherent features and characteristics of the LEAF program are:

· Colorado Law Enforcement Agencies funding for LEAF is based on problem identification analysis.
· Funds can be utilized for enforcement to address impaired driving.
· LEAF is part of CDOT’s comprehensive impaired driving enforcement and education plan.

Participating law enforcement agencies are selected to receive funding through an application process, which includes problem identification, analysis, a detailed budget and a plan to address specific problems with impaired driving in their local communities. Participating agencies are required to submit quarterly reports outlining activities, obstacles, and reporting arrests through CDOT’s website. LEAF funding has been utilized to make a significant impact on impaired driving in Colorado, and the need for ongoing increased enforcement, as well as public education about the laws and consequences, are vital to maintain the success of the program.
