Summary and Background Information:
The City Council held its annual retreat in February 2023 to begin developing a multiyear strategic plan. City staff has since worked to bring Council’s priorities to life with this multiyear strategic plan.
Levels of the Strategic Plan
The Strategic Plan's multiple components each work together to create the roadmap for the City.
- Goals - Top-level, aspirational, set by City Council
- Strategies - Mid-level, reflect “priorities” of City Council and community, set by City Council and City staff
- Measurables - Data used to track the progress towards each strategy, set by City staff
- Objectives - Ground-level, reflects actions taken by staff to accomplish each strategy, set by City staff
Updating the Strategic Plan
This strategic plan is designed to be a “living document” that can be updated to reflect changes in priorities, emergent issues, or community needs. As the City completes other plans, such as the Economic Development Master Plan or the Parks, Recreation, and Golf Master Plan, the Strategic Plan will evolve to reflect those subject-matter-specific plans.
There will also be numerous opportunities every year during the five-year strategic plan to collect input and update the Strategic Plan:
- Annual Council Strategic Planning Retreat
- At least two (2) community strategic planning workshops annually (one in Northern Range, one in Core City)
- Boards and Commissions Road Show to collect feedback
- Community Survey conducted by Community Relations
Reporting on the Strategic Plan
Strategic Planning is driven by goals and metrics, making regular reporting and live dashboards central to the success of any strategic plan. Below are the various ways by which the City will report on the progress of the Strategic Plan:
- Quarterly Reports to Council
- Annual Report Publication
- Live Dashboard on Website
