Summary and Background Information: This resolution is necessary to allow the City to place an issue on the ballot for the November General Election. The City will have at least one issue - the Xcel/PSCo Franchise - to place on the November ballot.

Funding Source: Xcel/PSCo will pay all costs associated with holding the Special Election to approve the grant of franchise.
Staff Recommendation: Adopt the Resolution to allow ensure the 2012 Xcel/PSCo Franchise Agreement can be placed on the November ballot.
