RESOLUTION ENDORSING THE COMMERCE CITY TRAFFIC CALMING POLICY

 

Body

The purpose of this resolution is to endorse the City’s Traffic Calming Policy. The City desires to establish, update, and maintain a uniform set of guidelines and evaluation criteria for traffic calming requests.

 

Summary & Background

The City is responsible for managing traffic calming requests from residents of the City. Public Works receives many requests every year to install speed humps, all-way stops, and other physical traffic calming devices. The Traffic Calming Policy was last updated in December 2014. Public Works staff presented proposed revisions to the Traffic Calming Policy at the 10 May Study Session. The recommended revisions to the Traffic Calming Policy is to lower the 85th Percentile Speed thresholds as follows:

 

1.                     Method 1 - 85th percentile speed is less than 3 mph over the posted speed limit. No traffic calming measures will be implemented.

2.                     Method 2 - 85th percentile speed is between 3 mph to 5 mph over the posted speed limit. Education and enforcement will be used to address speeding.

3.                     Method 3 - 85th percentile speed is 5 mph or greater over the posted speed limit. Education, enforcement and physical traffic calming measures will be used to address speeding.

 

The presentation from the 10 May Study Session and the revised Traffic Calming Policy are attached.

Financial Impact: Financial impact to the City would be the installation of more traffic calming devices.

Funding Source: The CIPP Budget includes money for Traffic Calming.

 

Staff Recommendation: Approve Resolution endorsing the updated Traffic Calming Policy.
