South Adams County Water and Sanitation District Request for Letter Supporting Infrastructure Grant Funding

Summary and Background Information: As part of its ongoing response to discovery of PFAS contamination in 2018, South Adams County Water and Sanitation District (the District) is planning to build additional drinking water treatment facilities. The District has indicated that additional treatment facilities will be necessary to use all of its wells (currently the District is not using a couple wells due to high concentrations), and it will also be necessary if the U.S. EPA sets a Maximum Contaminant Level for PFAS significantly below the EPA’s current Health Advisory Level.
Preliminary estimates have a high-end range of approximately $70 million for treatment facilities. The District has indicated that it is working very hard to see that the cost of treatment does not fall on District customers and City residents, and view this as a viable funding opportunity. The District has requested the City’s support on this critical project for the community, and anticipates support from the County and General Assembly delegation.
