Summary & Background
The purpose of this resolution is to authorize a contract extension for maximum procurement authorization for Right-of-Way (ROW) Landscape Maintenance services to TWA, Inc. d/b/a Sierra Landscaping and Maintenance - from $568,296 to $843,296.

· In January 2021, Council approved resolution RES 2022-01 to authorize award of a 1-year contract, with the option for one (1) renewal year, for citywide ROW landscape maintenance and repair services to TWA, Inc d/b/a Sierra Landscape and Maintenance. The base amount of the contract is $224,148 per year plus additional repairs up to an amount of $60,000 per year for a maximum contract value of $568,296.

· During the course of 2022, per City Council requests, the Public Works Department increased levels of service with respect to weed control and mowing frequencies, in the City maintained ROW, Parks, vacant lands/lots and Opens Spaces. To accomplish this increase in level of service, Public Works staff worked with the City’s existing ROW Landscape Maintenance Contractor, Sierra Landscaping, to provide the extra services requested by Council.

· The additional tasks completed by the contractor included weed control (chemical and manual weed removal), planting bed maintenance (plant removal, trimming of shrubs and ornamental grasses, installation/replenishment of mulch/landscape rock, etc.).

· To continue with the current level of service (utilizing Sierra Landscaping through the 2023 season) it will require us to increase the maximum contract value of the Master Services Agreement with Sierra Landscaping - from $568,296 to $843,296 for the remainder of 2023.

· Public Works will re-solicit the ROW Landscape Maintenance Contract by the end of 2023, for contract landscape maintenance services in 2024 and beyond.
