QCI Preliminary Revenue Analysis

Summary and Background Information:
• City Council established the Quality Community Initiative (QCI) taskforce to study needed community capital projects and possible funding sources.
• QCI spent approximately 14 months studying the community's capital project needs and possible funding sources, then conducted a community survey and held 17 community outreach meetings.
• QCI presented their recommendations to Council on January 28.
• QCI recommended a package of projects and revenue sources to fund those projects.
• This presentation will focus only on the revenue sources recommended by QCI, which include:
• Increasing the road impact fee
• Establishing a stormwater utility & charging a fee
• Establishing a Parks & Recreation District with its own property tax
• Establishing an entertainment admissions tax
• Establishing an employment head tax
• Increasing the sales & use tax
