Summary & Background
The Highway Safety Improvement Program (“HSIP”) is administered by the Colorado Department of Transportation (“CDOT”) with a purpose of achieving a significant reduction in fatalities and serious injuries on all public roadways. In 2023, the City of Commerce City (“City”) was awarded $484,560 for Tower Road and Quebec Parkway Corridor Signal Operations Upgrades. A grant agreement was executed with CDOT in 2025.
The improvements to Tower Road include signal retiming at four intersections along the corridor (81st, 88th, 96th and 104th avenues), the re-evaluation of yellow and red clearance intervals, and the addition of improved vehicle detection technology equipment to provide dilemma zone and red zone protection at the intersections of Tower Road and 81st, 83rd, 88th, 96th and 104th avenues. This project aims to reduce the number and severity of crashes at Tower Road intersections.
The improvements to Quebec Parkway include signal retiming at four signals along the corridor (58th, 60th, 64th, and 72nd avenues), special event timing for five traffic signals between 53rd and 64th avenues, and upgrading left turn signal heads to flashing yellow arrows. These improvements are expected to improve traffic flow, reduce congestion, improve driver behavior and provide improved safety for all users of the road.
