A RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR BUFFALO RUN GOLF COURSE IRRIGATION SYSTEM REPLACEMENT CONTRACT TO LEXICON, INC.

Summary and Background Information: The Buffalo Run Strategic Master Plan completed in 2014 recommended replacement of the golf course irrigation system after 25 years of use; the 25th Anniversary of the golf course 2021. In 2015, City Council approved funding for Phase 1 of the project; Phase 1 completed 2016. In 2018, Phase 2 was added to the 5-year CIPP plan with a proposed budget of $2.5M; the initial budget based on actual costs for similar projects plus an annual inflationary cost of 5%. Unfortunately, material and labor costs have risen significantly since the project was first proposed in 2018. In 2020, the budget was increased to $3.5M based on pricing trends in the industry. However, recent supply problems, transportation issues, and labor shortages have further inflated costs for the project. City funds budgeted in 2022 are insufficient to complete the project based on bids recently submitted for the project. However, the Adams County Open Space grant application recently submitted was approved for full funding ($1.5M) by the Open Space Advisory Board on Nov. 17, 2021. Staff has assembled funding necessary to enter into the contract with Lexicon, INC. for replacement of the Buffalo Run Irrigation System.
