Summary and Background Information:
The purpose of this resolution is to authorize the Mayor to enter into an IGA with CDOT for the advancement of the ATSPM Project.

The City applied for and received a grant through the DRCOG Regional Operations & Technology (RTO&T) Set-Aside program. The City was awarded the grant in September of 2020. This program funds transportation technology improvements to traffic signal systems, intelligent transportation system projects, and other technology projects associated with any travel mode.

The City's project consists of signal technology upgrades that implement Automated Traffic Signal Performance Measures (ATSPM). An ATSPM system will continuously collect and analyze traffic signal operations data. The ATSPM utilizes high-resolution data collected by the traffic signal controller and parses this data into key measures of signal operations. ATSPM implementation will provide City staff with information needed to proactively identify and correct deficiencies in signal timing/operations and manage traffic signal maintenance/operations more efficiently. ATSPM’s will also support the validation of other technologies and operational strategies, coordination plans and future connected vehicle systems and will allow a focus on proactive operations and maintenance practices. The anticipated outcome is improved efficiency and traffic safety through reduction of traffic congestion resulting from outdated signal timing.
