RESOLUTION APPROVING INTERGOVERNMENTAL AGREEMENT FOR THE PURPOSE OF SERVING PROPERTIES WITH WATER AND WASTEWATER FACILITIES

Summary and Background Information:
The City established the General Improvement Districts to construct infrastructure for quality development in the City and its planning area. Annexation of lands served by GID facilities is desirable to meet goals in the Comprehensive Plan and the Economic Strategic Plan. Currently, the City’s GIDs do not explicitly require properties to annex. Staff recommends the signing of an IGA with the GIDs and SACWSD, requiring annexation if a property will use GID facilities. This requirement is applicable to new connections and new development only.
