Summary and Background Information: The site is approximately 11.76 acres and is currently zoned I-1 with conditions. The site is located to the North of E. 64th Avenue, across from the dog track redevelopment area and is currently being used as an events center. The applicant is requesting the change in zoning for the future use of the property as a church and school. The C-2 zone district will allow both a church and school as legal and conforming uses.

Staff Recommendation: On December 4, 2013, the Planning Commission held a public hearing, took testimony, and voted (5-0) to forward the zoning request to City Council with a favorable recommendation, subject to the findings of fact and one condition, which is as follows:
A. Until such time as the C-2 zoning designation becomes effective, no new uses shall be permitted on the property unless specifically authorized by the Community Development Director.
Alternatives: One option would be for City Council to approve the request as submitted by the applicant; a second option would be to approve the request subject to conditions; a third option would be for City Council to deny the request.
