Summary & Background
The purpose of this resolution is to authorize award of a 1-year contract for Right-of-Way (ROW) landscape maintenance and repair services to Sierra Landscaping and Maintenance. Contract includes ROW landscaping and irrigation services for 112th & Potomac, 104th & Chambers, Quebec & 56th, US 85 & HWY 2, Tower Rd, and HWY 2.

· The base amount of the contract is $224,148 for a 1-year term plus additional services/repairs up to an amount of $60,000.
· At the discretion of the City, the contract also authorizes an additional 1-year renewal term for an additional amount of $224,128 plus additional services/repairs up to an amount of $60,000.
· If both 1-year terms of the contract are exercised, the total cost to the City would be $568,296 - consisting of base contract costs of $448,296 plus additional services/repairs up to $120,000

In November 2021, a Request for Proposals (RFP) was posted on the City’s website to provide citywide ROW landscape maintenance and repairs - a total of three (3) proposals were received. The City assembled a panel of three (3), consisting of representatives from Public Works Operations to review submissions against the criteria defined in the RFP document. Criteria included:

· Qualifications / Experience
· Comprehensive Understanding of Maintenance Areas
· Cost
· Quantity of equipment and dedicated staff to City contract
· Irrigation knowledge and experience

Results of the RFP response and in-person interview were assessed to determine best value to the City. City Staff determined the respondent whose proposal provides the best value to the City is TWA, Inc d/b/a Sierra Landscaping and Maintenance based on their qualifications and understanding of the contract scope and maintenance areas.
