Summary & Background
Annually, the City advertises for and awards contracts for pavement management for asphalt streets throughout the City. This year’s pavement management program has been split into multiple contracts based on the type of pavement treatment being provided. The pavement treatment type is primarily based on the condition of the street. The contract under consideration for this resolution is for asphalt crack repair. Asphalt crack repair is a type of maintenance to repair existing cracks and extend the service life of the roadway. The type of crack repair depends upon the condition of the existing cracks. Narrow cracks will be repaired using mastic fill. This is labeled as type A crack repair type on the scope. Large wide crack with existing mastic fill will be repaired by milling and patching it back using asphalt. This is labeled as type B crack repair type. Large wide void cracks will be repaired by first using mastic fill, letting it settle for 1-2 weeks and then milling and patching it back using asphalt. This is labeled as type C crack repair type. The Scope of Work being performed under this contract includes various neighborhood throughout the northern section of the City as illustrated in the priority zone maps included in the attached contract. The base scope for this contract includes four neighborhoods, and three added alternatives that each include one neighborhood that will be included if the budget and time allow.

The City advertised this project for request for bids from August, 27 2024 to October 11, 2024. The City received two (2) bids from contractors. The lowest responsible bidder was Western Plains Constructions, with a total bid of $369,894.00. This contract is for one year with an option to renew up to two additional one year periods that could be pursued depending on the performance of the contractor.
