AN ORDINANCE APPROVING THE SECOND AMENDMENT TO THE VILLAGES AT BUFFALO RUN EAST PUD ZONE DOCUMENT.

Summary and Background Information

The applicant wishes to make changes to the the Villages at Buffalo Run East PUD Zoning Document to make the property respond more favorably to the current and future residential and commercial markets.  The process to update the zoning is to amend the PUD Zone Document, which requires approval from Planning Commission and City Council. The applicant would like to amend the existing land use designations and quantities of; residential acreage and designation to better reflect the current housing climate and market demand, and commercial acreages to adjust to the amount existing commercial which is immediately adjacent. The following changes to the PUD Zoning Document are proposed:

 

1. Decrease a 17.8 acre Commercial area to 10.3 acres.

2. The remaining 5.5 acres that was Commercial is to be zoned Single Family Detached/Attached.

3. Change the zoning of a 12.1 acre Multi-Family area to Single Family Detached/Attached, for a total of 19.6 acres.

Planning Commission Recommendation

On February 2, 2016, the Planning Commission held a public hearing, took testimony, and voted (5 to 0) to forward the PUD Zone Document Amendment request to City Council with a favorable recommendation, subject to the findings of fact and 2 conditions:

1)  A 20 foot landscape buffer is required along all residential development adjacent to an arterial roadway.

2) Additional park/open space amenities shall be provided with the residential development.
