Summary and Background Information:  
Public Works is updating the checks and balances of project testing and oversight to be consistent with CDOT and other industry standards.  The responsibility for the bulk of the materials testing is being shifted to the contractor.  Results of these tests will be reviewed by the recently approved construction management firm, Bowman Vision Land.  Bowman will be conducting random materials testing to be compared with the contractor's results.  It is also customary to have survey staking done by the contractor rather than by the City. The cost of this change order will be offset by a reduction in the contract with the design engineer.
