SECOND AND FINAL READING OF AN ORDINANCE AMENDING CHAPTER 8 OF THE COMMERCE CITY REVISED MUNICIPAL CODE REGARDING THE AUTHORITY OF THE LIQUOR AUTHORITY TO CREATE AND AMEND ITS RULES OF PROCEDURE FOR MEETINGS

Summary and Background Information:
The Commerce City Liquor Authority was originally a citizen board appointed by City Council. However, City Council experienced difficulty in being able to recruit and appoint qualified members to the board. In 2015 the City Council passed Ordinance 2046 to replace the citizen board with a Hearing Officer to serve as the Liquor Authority. In addition, the City Council did not provide for the Liquor Authority with the power to create or amend its rules of procedure for meetings. As such, each amendment to the Liquor Authority's rules of procedure require City Council approval which can delay implementation of amendments in order to comply with new laws or to improve the processes and efficiencies for the conduct of meetings. As such, city staff recommend City Council amend Section 8-1200 of the Commerce City Revised Municipal Code to grant the Authority with the power to create and amend its rules of procedure.
