A RESOLUTION TO AWARD LEASE CONTRACT FOR CONCESSION MANAGEMENT AT PIONEER PARK TO M & M & THINGS.

Summary and Background Information:
Upon the resuming of services and programming after the 2020 COVID closure, the former Concessionaire for Pioneer Park opted to retire, and not return. In early 2021 the Parks, Recreation and Golf staff put out to bid a search for a replacement. There were inquiries but only two were received by the deadline and only one could provide all of the elements necessary for the operations and demonstrate compliance with food safety and State/City tax reporting requirements. In 2021, the season was modified as things began to return to normal. This vendor worked through the challenges of resuming with us and has demonstrated that the are able to meet all of the criteria and standards we have asked of them.
Upon review for renewal by the City Attorney's office, it was requested that this be brought forward to Council for approval as it is a lease agreement rather than a standardized contract and we respectfully submit this request award the lease to M&M & Things in order to continue in this same capacity and maintain the level of service that is expected for the patrons that utilize the Pioneer Park facilities.
In 2023 we have returned to providing programming at the park at 100% of our previous levels and look forward to all of our normal activities and events resuming there this spring.
