RESOLUTION CONSENTING TO PARTICIPATION BY THE COLORADO INFORMATION SHARING CONSORTIUM IN THE COLOARDO INTERGOVERNMENTAL RISK SHARING AGENCY

The CISC is a consortium of law enforcement agencies that originally formed under an IGA to share criminal justice records with each other through a software system known as COPLINK. Recently the CISC formed as its own legal entity in an effort to streamline procurements and other operating requirements necessary to facilitate information sharing. As a newly formed legal entity, the CISC is in need of liability insurance and would like to join the CIRSA risk pool for this purpose. In order for CIRSA to accept the CISC as a member and receive insurance coverage in the CIRSA pool, it requires the sponsorship in the form of a resolution of an existing member governmental body. This sponsorship by the City Council does not create any liability or financial obligation for the City of Commerce City. The City of Commerce City Police Department is a member agency of the CISC and benefits from sharing its criminal justice information with other law enforcement agencies and from having access to other agencies data. Therefore, staff recommends approval of the resolution whereby the City Council sponsors the CISC to join CIRSA.
