Summary and Background Information:
At the end of 2022, the City had various donations and grants funds with remaining balances at the end of the fiscal year. This "Carryover Ordinance" is being brought forward to carryover remaining balances of donations and grants from 2022 to 2023 for continued expenditures on programs related to those donations and grants. The City does not budget for donations and grants as part of the originally adopted annual budget. Donations and grants are appropriated as part of a "Carryover Ordinance" such as this or as part of additional stand-alone ordinances when grant awards are received throughout the year. Staff is asking for these remaining balances of these donations and grants to be re-appropriated in the applicable funds for their intended programmatic purposes. These are remaining unspent balances from the end of 2022 and are not new money.
