RESOLUTION APPROVING AWARD OF CONTRACT FOR NETWORK AND VOICE COMMUNICATIONS SYSTEMS

Summary and Background Information:
The Information Technology Department’s “Multiyear Infrastructure Plan - 2015” identified an urgent need to upgrade the City’s existing voice and data communication network. The existing network was installed in 2007. Currently, much of the network equipment is in the “End of Product Life Cycle”. In addition, software, supporting this equipment, is in need of upgrade to bring it to current standards. To address this need, Technology Plus, Inc was engaged by the Information Technology Department to manage the RFP process. A requirements document titled “Network and Telecommunications Requirements and Recommendations” dated September 22, 2015, was developed and from this an RFP was posted by Commerce City.

The following shows the schedule of events pertaining to the release and submittal of the RFP.

RFP Release: 11/09/2015
Bidders Conference: 11/16/2015
Receipt of Questions: 11/30/2015
Response to Vendor Questions: 12/04/2015
Proposal Due Date: 12/18/2015


Selection Process:
The City received six responses to the RFP. A multi phased evaluation approach was used to select a vendor. Please see the attached summary for a detailed description of the selection process.

Funding Source: IT Internal Service Fund Balance - Network Hardware Replacement.

Staff Recommendation:
Based on the results of the RFP process, staff recommends the City negotiate a contract agreement with OneNeck IT Solutions.

Next Steps:
With Council approval, IT staff will work with the OneNeck Engineering Team to complete a detailed discovery and design phase. A change order process will be used to determine final project costs of network equipment, software, and professional services. The total cost of the project w...
