A RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION REGARDING FUNDING FOR THE VASQUEZ BOULEVARD IMPROVEMENTS PROJECT

Body
The purpose of this resolution is to authorize the Mayor to enter into an IGA with CDOT for the advancement of the Vasquez Boulevard Improvements Project.

Summary & Background
As proposed, this IGA is to continue with the design, NEPA approvals, and ultimate to construct improvements to Vasquez Boulevard between 60th and 64th Avenues.

The City Council has received presentations on a couple occasions regarding the Vasquez Boulevard Improvements Project.

· At the 8 June 2020 Study Session, the initial alternatives developed for Vasquez Boulevard. were presented. City Council asked staff and CDOT to explore a more permanent solution for Vasquez, particularly at the 60th Avenue intersection.

· In August 2020, a design charrette was held to discuss potential long-term solutions to address the congestion at the Vasquez/60th Avenue intersection.

· At the 9 November 2020 Study Session, a presentation was made to City Council where CDOT reviewed the design charrette findings and discussed the modified traditional intersection as an interim improvement. In addition, CDOT reviewed several long-term preliminary design options for the Vasquez/60th Avenue intersection that would more permanently address congestion at the intersection. These options included a single roundabout, double roundabout, diamond interchange, and a continuous flow intersection. Considering the right-of-way acquisition and local business accessibility impacts - City Council’s preference was the diamond interchange, as those improvements would most readily complement the modified traditional intersection that could be constructed in the near term.
