Summary and Background Information:
City Council previously supported staff engaging the Buffalo Ridge Metropolitan District (the "District") to improve 120th Avenue from Chambers to Buckley. Staff and District have been working on the design, scope of work, and associated intergovernmental agreement terms sheet for the project. Although various difficulties have occurred throughout the planning process, including multiple increases in construction and project costs estimates as well as the need to relocate existing overhead utilities and a sanitary sewer line, staff and the District have come to an agreement on how to fund and manage the project.
The necessary improvements for the road that must be made in order to allow for better and safer traffic flow include: installing two additional lanes and associated improvements, upgrading the signal at120th and Chambers, signalizing 120th and Buckley, relocating existing sanitary sewer line, and undergrounding existing overhead utility lines. In order to ensure the road is fully improved and can safely serve the area, the District has increased their project commitment to $4.1M, and the City has increased its commitment to $4.9M. Design work and construction plans for the project will be worked on over the coming months, and construction of the road improvements will begin in 2022.
As a result of the Executive Session that was held on May 23, 2022, the IGA was modified between first and second readings. The agreement that is included in this packet reflects the outcome of the discussion held during the Executive Session.
