Summary and Background Information:  In 2013, City Council imposed a temporary moratorium on the establishment of recreational marijuana businesses in order to consider the impact of these businesses on the community.  Given that the State of Colorado has only recently begun to license these businesses, there is still limited data available regarding their impact on a community.  As a result, staff is recommending the extension of the temporary moratorium for an additional 12 months.
